Is it possible / safe to bake cup cakes in small styrofoam cups?

a friend of mine tells me she is going to bake cup cakes in styrofoam cups ( cut in half, using only the bottom halves). I told her it may be harmful, they may catch fire. But she's gonna attempt it anyway. Please tell me is it safe?
