Texas DWI Lisence suspension?

My fiance was charged with DWI and no insurance in sept '04. We recieve a surcharge bill for each for 3 consecutive years. One is two hundred something the othe is like a thousand dollars. We have paid about 1200+ or so. Since it's been so long is his license still suspended? Do we have to pay the entire surcharge? Is the surcharge payment plan to keep from having your lisence suspended? What do we do now?
