Why do so many people feel perfectly justified in trying to force their spouse to do or not do something?

Because they have a tremendous sense of entitlement. These very people are accustomed to getting their way. Because compromise to them shows weakness. But as you have indicated, they will inevitably fail time and time again. Until they realize they were a part of the problem and look within.
