Is it true that Jehovah's Witnesses can now take blood transfusions without any spiritual consequences?

I just read a very interesting post about new light on the blood doctrine of JWs. It looks like the Watchtower has finally come to its senses and are letting it be completely a conscience matter to accept blood transfusions. That is really awesome. I can't believe they have done a complete 180 degree turn asround on the blood issue. I wonder if it was because of the Bulgaria fiasco. Any comments of confirmation welcome.
