My 2 year old won't let me wash his hair without putting up a real big fuss like screaming?

He has fetal alcohol effects but he hate having his head touched to be cut or washed and its getting worse everytime anyone have some suggestions on as how i can make this easier on him and me. NO RUDE POSTINGS this is a serious issue.
